No, you gotta blame every PM after Billygoat McMahon for that. Calwell brought in hard working Europeans who knew which side their bread was buttered on. They worked on the Snowy Mountain scheme and other public works. Nearly all of them sent most of their wages back to the old country. I watched Snowy Scheme workers lined up at makeshift bank teller desks on site. I had to laugh, the bank teller would tell workers "You can't send
that much, you can only send the allowed amount". A lot of money went out of Australia from that Scheme, the Govt had to put restrictions on it. It went on for years, tens of millions was lost to overseas
