I got a response from one Senator's office in 65 minutes:

The method preferred by the Senator would be the one which best reflects the outcome that would have been obtained if two half senate elections were called one after the other. Which is probably the method that was used this last election.Note that the 'order elected' method was one used in the last election. The response is probably referring to the recount method.
