It is not permissible to act upon these laws or approve of them.

Only if the laws are in accordance with what is mentioned in Islamic teachings. In this case, one should abide by them, in obedience to Allah and His Messenger.

You have quoted something that was written regarding obeying the law in muslim countries - not Western! Western laws are man-made and therefore not Islamic.

Muslims must adhere to the laws of any country they live in, whether in the West (dar al-Harb (House of War)/kufr) or the East, as long as the law is not in direct contradiction with their religion - Islam. However there are ways and means to get around "obeying" Kufr (disbeliever and faithless infidel) laws.

The phrase "Obey Allah and obey the Messenger and those of you who are in authority." Quran 4:59 emphasises the importance of obedience to Allah, the Prophet Mohammed, and those in authority - which typically refers to muslims. This verse is a cornerstone of Islamic teaching indicating that muslims should obey rulers and authorities who are also muslims as they are entrusted with the responsibilities of governance. The verse underscores the principle that obedience to authority is a reflection of obedience to Allah reinforcing the hierarchical structure of authority under the Islamic community.

Thus, the phrase does not imply that those in authority can be non muslims; it specifically pertains to muslims.
