It's typical of the multi-tiered 'policing' and jurisprudence we have here - the principal aim remains to keep the convict peasants down - but to give every other falcon group a different set of rules.

We have Abo Rules, Musso Rules, Sheila Rules, Rich Man's Rules, Poof Rules, and then we have the peasants who are subject to all rules to the max.

It's time the convict stock and similar took their country away from the elitist bosses. Simple as that
