I disagree with it, however I do understand the rationale behind the decision.
Russia and China are no longer afraid or even respected of the United States, therefore it is time for the United States to modernise its arsenal.
I know nothing about nuclear weapons, but it does seem the massive bombs which were created decades ago aren't really that useful. They are big, they destroy massive areas but can't really be used.
Smaller, more tactical nuclear weapons might be better to be in the stockpile.

U.S. President Donald Trump ordered the U.S. military on Thursday to immediately resume testing nuclear weapons after a gap of 33 years, minutes before beginning a meeting with Chinese President Xi Jinping.
Trump made the surprise announcement on Truth Social while he was aboard his Marine One helicopter flying to meet Xi for a trade negotiating session in Busan, South Korea. He said he was instructing the Pentagon to test the U.S. nuclear arsenal on an "equal basis" with other nuclear powers.
