Australian PM voices concern after report Russia
requested access to Indonesia air force base

Anthony Albanese says ‘obviously do not want to see Russian influence in our region’,
and analysts say it is unlikely the unusual request would be granted.

Albanese said on Tuesday: “We obviously do not want to see Russian influence in our region, very clearly.

“We have a position, which is we stand with Ukraine, we regard Vladimir Putin as an authoritarian leader who has broken international law, that is attacking the sovereignty of the nation of Ukraine.”

Earlier his deputy prime minister, Richard Marles, downplayed the report that Moscow had filed an official request with Jakarta for permission for Russian Aerospace Forces (VKS) aircraft, including several long-range aircraft, to be based at a facility in Biak, according to a report by defence and security news website Janes.

The airbase in Biak is home to the Indonesian Air Force’s Aviation Squadron 27, which operates a fleet of CN235 surveillance aircraft. Biak, in Indonesia’s easternmost region of Papua, is about 1,400km from Darwin.

The report said the Indonesian defence minister Sjafrie Sjamsoeddin received the request following his meeting in February with Sergei Shoigu, Russia’s secretary of the Security Council of the Russian Federation and a longtime Putin ally.

In January Indonesia officially joined the Russia-led BRICS group,
which seeks to form greater cooperation between non-Western economies.

Lowy Institute research fellow Abdul Rahman Yaacob said
the request from Russia was an: "Interesting development."

"The proposed air base is about 2,000 km from Guam and
strategically located for Russian long-range aircraft monitoring Guam and
the Western Pacific," Yaacob wrote on LinkedIn.

Dutton said he had requested a briefing from the government.

“This would be a catastrophic failure of diplomatic relations if Penny Wong and Anthony Albanese didn’t have forewarning about this before it was made public,” he said.

“But this is a very, very troubling development and suggestion that somehow Russia would have some of their assets based in Indonesia, only a short distance from, obviously, the north of our country.

“We need to make sure that the government explains exactly what has happened here.”

Dutton said the situation was “deeply destabilising. We’ve seen Russia in action under President Putin in Ukraine. We’ve seen women and children who have died in Ukraine as a result of [the] decisions of Vladimir Putin. He’s a murderous dictator, and we don’t welcome his presence in our neighbourhood at all.

“My message to President Putin is that he’s not welcome in our neighbourhood at all.

“We don’t share any values with President Putin, and we do not want the presence of military from Russia in our region, which would be destabilising for South-East Asia, and it would certainly be a very different calculation for the risks … to our country in a period that is very uncertain.”

Indonesia's defence minister has assured Australia it will not allow Russian planes to be based in Papua province after a United States media outlet reported that Moscow was pushing to get access to a military base in Papua.

The defence news website Janes has reported that Moscow has launched an official request to base Russian aircraft at the Manuhua Air Force Base at Biak Numfor in the Indonesian province of Papua.

The Kremlin, when asked about the report that Russia has asked Indonesia for permission to base aircraft in its territory, said there was a lot of fake news around.

In 2017, Russia flew two nuclear-capable bombers on a patrol mission out of the base on what appeared to be an intelligence gathering exercise.

The prospect of Russian military aircraft based so close to the Australian mainland would set off alarm bells in Canberra and cause a furious political debate on the campaign trail.

Australian officials scrambled to verify the reports and on Tuesday evening Richard Marles told the ABC that he'd spoken with his Indonesian counterpart.
