Authored by barrister Graham Smith and tabled in the UK Parliament on 16 June 2026, The Independent Rape Gang Inquiry Report was established to examine the organised sexual exploitation of children across the United Kingdom.[[url=https://unherd.com/newsroom/rupert-lowes-rape-gangs-report-is-a-missed-opportuni
ty/]1[/url]] The Inquiry, which was funded through public donations, examined what is almost certainly the most horrendous scandal in Britain’s history.
The evidence presented confirms the systematic targeting of vulnerable children, mostly white British young girls, by predominantly Muslim Pakistanis in towns and villages spread across the country. As noted by Adam Wren, a regular contributor to the British current affairs website UnHerd,

It’s well established now by official reports that even with inadequate data, there’s a clear perpetrator and victim profile: Pakistani men and underage white British girls. Also apparent is the complicity of institutions in covering up these crimes.

The Report’s main findings make for deeply disturbing reading. Survivors described daily rapes, ‘red rooms’ of extreme torture, trafficking between cities, and institutional disbelief that compounded their suffering.[3] Muslims, mostly of Pakistani background, systematically raped and tortured up to 250,000 British girls between eight and twelve years old. Some of these small children were forced to have sex with dogs and beaten with bats, which were inserted anally and vaginally. In one case, a girl was raped by about 80 Muslim men, most of whom were never charged by British authorities.In another case, a little girl’s tongue was nailed to the wall so she couldn’t move while being raped by several men. Another girl was blinded by acid while trying to escape the rapists.

Dr Taj Hargey, imam of the Islamic Congregation of Oxford, notes that virtually all members of these rape gangs were practicing Muslims. The report also explains that that the British Police was warning rapists of complaints while simultaneously threatening victims with prosecution. Even more shocking, in other cases, police officers themselves participated in the collective rapes. When the mother of one of the raped and tortured girls tried calling for help, a British police officer told her: “You should be happy that your daughter is experiencing a different culture.” He then hung up on her.[5]

The evidence presented in this sobering report fully confirms what has long been known, but which has repeatedly been denied by the British establishment, including by many in the political class. The investigation shows how police, social services, schools, the National Health Service (NHS), licensing authorities and governments effectively allowed Muslim rapists to operate with remarkable impunity. Below, an excerpt from the Report’s Executive Summary so that readers can get a proper idea of the magnitude of the scandal:

The scale of the crimes committed is staggering. It has previously established that, at the very least, 250,000 young white girls have been subjected to repeated rape, gang rape, trafficking, torture, pregnancy, forced Islamic conversion, and lifelong trauma. The true number is probably higher. The perpetrators bear primary responsibility, yet the institutional failures that enabled them for decades must also be confronted. In court records and official inquiries, around 87% of those convicted in these group-based child sexual exploitation cases bore distinctively Muslim names. The vast majority of men involved in these gangs were not convicted.[6]

These rape gangs targeted native British girls because they were white, non-Muslim, and vulnerable.[7] The Report explicitly mentions the religious motivation behind such heinous crimes against one of the most vulnerable members of British society (emphasis added):

The demographic and cultural drives are clear. Perpetrators from Pakistani Muslim and other Muslim backgrounds operated under an honour- and shame-based clan code that treated non-Muslim girls, especially white working-class girls, as property available for sexual use.

This pattern was reinforced by eight theological and legal aspects of Islam. These include the doctrine of Muslim superiority drawn from Quranic verses that position Muslims at the top with a duty to correct non-believers.

The gang members’ justification for their crimes can be found in the Islamic principles of loyalty and disavowal known as al-walā’ wa-l-barā. It demands enmity towards non-Muslims, the superiority of men over women, forced marriage combined with the absence of any fixed minimum age of consent, the perception of female sexuality as inherently dangerous, a system of sex slavery that authorises sexual relations with non-Muslim captives, and a religiously sanctioned social hierarchy that subjugates conquered non-Muslims.

Arguably, this is one of the most shocking consequences of British multiculturalism and uncontrolled mass migration – the dramatic result of an experiment in social engineering imposed by the British establishment on the native populations, which has now indirectly victimised no less than 250,000 vulnerable British little children, especially white working-class girls.

Writing for a predominantly American readership, Peter McIlvenna, the co-founder of a UK-based free speech organisation, comments:
Multicultural policies brought in honour-shame traditions that led to abuse of local girls … The Rape Gang Inquiry is a call to action. The full testimonies should be released, and civil and criminal cases must follow.

In words that will echo in Australia, especially after the Islamist massacre at Bondi, McIlvenna continues:

For Americans, the report highlights the need for secure borders, strong expectations for integration, and a firm defense of Western values. Britain’s daughters deserved better, and so do America’s.[9] 

The report also informs us what lies at the heart of this massive scandal:

Political correctness, fear of accusations of racism, and fear of losing electoral support from certain demographics have taken precedence over the protection of British children
.[10]

The British political class is particularly to blame. For example, London Mayor Sadiq Khan had repeatedly insisted that there were no rape gangs operating in the city.[11] While the recently ousted UK Prime Minister was Director of Public Prosecutions, it has been reported no less than 13,000 suspected Muslim rape gang members were released with warning letters.[12] And yet, as also reported, “Keir Starmer previously rejected attacks over his handling of the scandal, accusing critics of spreading ‘lies and misinformation’ and saying some were more interested in politics than victims.”[13]

It is also important to consider that the British Labour Party initially refused to support the Rape Gang Inquiry. Labour-controlled councils and MPs were informed about these rape gangs but prioritised electoral reliance on Muslim voting blocs. When finally forced to act, the Labour Government produced an inquiry that conveniently excluded the examination of ethnic, cultural and religious factors. The Conservative Party, when in government, continued Labour’s approach, also failing to provide the ethnic/religious record of perpetrators, despite clear evidence.

Of course, as the Report’s Executive Summary soberly reminds us:

Were Britain functioning effectively, these girls would have received considerable state protection. However, every one of our institutions failed catastrophically. Police forces ignored repeated reports, criminalised victims instead of perpetrators, destroyed evidence, and allowed known rapists to walk free on bail. Social care services undermined protective parents, placed children in trafficking hubs inside children’s homes, closed cases despite clear indicators of exploitation, and retaliated against whistleblowers.

The NHS recorded genital injuries, multiple sexually transmitted infections in children as young as 13, pregnancies caused by rape, and suicide attempts, yet discharged victims back to their abusers without safeguarding referrals or trauma care. Schools observed older men collecting girls at the gates, heard disclosures of rape on school premises, and responded by excluding victims rather than protecting them…[14]

Some commentators have argued that national institutions should now publicly support survivors as fresh details continue to emerge.[15] More specifically, the royal family has been slammed for staying silent as the Report shocks Britain.[16] As of now, neither King Charles, Prince William nor any other senior royal has issued a statement regarding The Rape Gang Inquiry Report. As noted by journalist Ria Pathak, in her opinion piece for the International Business Times,

The Royal Family traditionally avoids involvement in politically sensitive matters, criminal investigations and active public policy debates to maintain constitutional neutrality. However, given how intense the report’s revelations are and the fact that it’s been allegedly going on for a very long time, Brits are demanding a response.[17]

In a 1975 cabinet meeting, Prime Minister Gough Whitlam declared:"I'm not having hundreds of *ucking Vietnamese Balts coming into this country with their political and religious hatreds against us."



The Whitlam government generally opposed taking in large numbers of anti-communist South Vietnamese refugees. They were reluctant to antagonize the new North Vietnamese communist government and feared that admitting these refugees would import Cold War-era political tensions into Australia.
