What statistics can and can't tell us about Melbourne's African crime issue

Politicians, police and community members have been locked in a heated debate about African youth crime in Victoria.

The main bone of contention is whether or not there is in fact a crisis.

We've drilled down into the latest crime stats and found the data is murky and can be used to support both sides.
Sudanese-born people over-represented in crime stats

People born in Sudan make up just 0.1 per cent of Victoria's total population, or about 6,000 people.

Most of those live in Melbourne, mainly in the western and south-eastern suburbs.

Recent data from Victoria's Crime Statistics Agency shows that 0.1 per cent of the population made up 1 per cent of all alleged offenders in Victoria — that is, people that police have linked to crimes although they may not necessarily have been found guilty or been charged.

So there clearly is an over-representation, right?

Criminologist Rebecca Wickes believes that comparison is unfair.

"We have a very skewed age distribution within the Sudanese population," Dr Wickes said.

"Fifty per cent of the Sudanese population is under the age of 25, and that's compared with 33 per cent of the Australian general population. So you're not comparing like with like."

As you'd probably guess, the overwhelming majority of crimes in Victoria are committed by people born in Australia, followed by New Zealanders.

Crime is actually on the decline

Overall, youth crime has fallen in Victoria from half of all incidents 10 years ago to 40 per cent in 2015-16.

And Victoria's total crime rate last year fell by about 6 per cent, the biggest drop in 12 years.

Despite being safer, Dr Wickes is conducting research which suggests Victorians aren't feeling that way.

"We've just completed a survey of Melbourne residents on perceptions towards minority groups and I am quite astounded at how many people who have reported having no contact with the African community feel anger and less warmth towards them than compared to other groups," she said.

"So I think that there is a significant and very worrisome bias in the broader population and frankly I think that that's where we should be focusing our attention."

Massive overrepresentation in thieving and assaults - and that's just the overseas born Africans.

20, 30, 86 times over their numbers = oh, there is 'some overrepresentation'.


I would like to see the ABC apply the same kind of logic to, say, white European colonialists who killed Aborigines. They would find that it was a very, very small, miniscule minority of Europeans who actually killed any Aborigines. But in this case the whole white colonialist population is routinely condemned.

I would say it's very rare - has it ever happened
that a gang of 7 real Aussies would rob 3 stores in one hour like that.
I consider it a political crime akin to terrorism that says they
have no respect for the law whatsoever and
even conspire with others to commit shocking crimes -
it's terrorist cell which requires the death penalty -

Sounds scary, eh Frank? When you look at the absolute figures, instead of mucking around with percentages, it's Chicken Little stuff. Oh, oh, 30 times in absolute figures is 54 serious assaults in a population of around 5 million.

In any case, so what? It changes over time and always has. You had Irish, Jews , Italians, Russian etc "crime waves". Now it's history and it will be history with the Sudanese or any other group you want to point a finger at.

The man charged over a hit-and-run crash that killed two siblings in south-west Sydney allegedly filmed himself enjoying a KFC meal before going to police.

Johnson Kokozian, 20, is accused of driving his father's Mercedes SUV and crashing it into another vehicle at Heckenberg on Friday night.

Alina Kauffman, 24, and her 15-year-old brother, Ernesto Salazer, were in the other vehicle and died at the scene, just metres away from their home.

Police have alleged that three men inside the Mercedes allegedly fled the scene in a Volkswagen Golf.

BOTR - then BOTKFC - hope he enjoyed it - and hope he gets a long time to think about it.

We need a rule that says a judge can decree that no special treatments be allowed for some criminals.... no extra money sent in - no special buys - forced to eat prison food only....

The court has considered your early plea of guilty and your recent statements of remorse, as well as your previous character........ you took their lives without a single thought or shred of remorse, then indulged in a chicken dinner .... I hereby sentence you to the maximum for each offence, to be served consecutively and with no parole period, and with the recommendation you are never to be released.

If ever released you are to be deported instantly.....
