I'm anticipating it happening soon than that.

Canada decimated their Waters with over-fishing, more than any other nation 'at the time'. Now they even threatened Spain with open WAR, because the Spanish had their Fishing Fleets 'just outside' Canadian waters. That's how desperate Canada is to get their fishing stocks back up to some degree.
