Halfwits did a large burn off when there was no wind to carry the smoke away:

A thick layer of hazardous smoke has blanketed Sydney on Monday morning
Smoke haze is double the hazardous levels, with some areas at three times
The NSW Rural Fire Service (RFS) said the smoke is expected to last for days.

Lack of wind will give lack of burn. You want a good burn to get rid of the fuel load. Burning back into the wind lets a downwind fire advance to meet it. The back burn will usually stop a jumpover. You usually light it well in advance of the other at a natural barrier such as a road, creek line or fire break.

Edit: Of course it also works where it is the only fire.

Yeah - like what's with that? I lived there for 7 years - never saw a Mexican. Obviously if they are that poor and desperate - they can't afford a boat or smuggler's fee to come to Victoria?
