No it doesn't!

Big LNG projects go ahead after they have signed agreements for long-term LNG supply contracts. Therefore the LNG is committed to the buyers who often have take-or-pay provisions in their contracts which means they always take and sell any surplus on the spot market.

The projects would not go ahead if they were dedicated to domestic Australian markets.
