Plenty of opportunities to stop this guy, but of course at this stage his intentions were not clear so any action would have been considered excessive.

He should have been stopped a few days before by being denied bail.

A local police car should have driven into that square and deliberately 'blocked' his vehicle, 'blocked' that vehicle, on the passenger side of the police car.

As soon as his vehicle was stopped, even momentarily, police should have ran to his stopped vehicle and shot him dead [10-15 shots in his torso, at close range] so that he could not have backed the vehicle out, and then continued to use his vehicle as a weapon.

a contract  requires an exchange of goods, services or monies between two or more parties. A bet involves no exchange.

Lots could have been done with hindsight.
Next time a car starts driving erratically in a crowded place, I reckon bystanders will do more if given a chance.
