It's not unusual, but thank you Booby.

There are always dozens of people on all four sides of that intersection, waiting to cross the road.

And, at times, hundreds of people come out of the train station at once.

Moreover, apart from the cars, there's the added distractions of the horse & carts and trams going through the intersection.

If I had to name just one place NOT to fire a gun in Australia, it would be that very intersection.

A guy managed to get right next to the car with a baseball bat. It's conceivable a cop could have also got as close and fired from a meter away.
