This doesnt need to be done on a federal level, the state legislation is already there with a possible 7 year jail term. Hand a few of those out and watch the numbers drop.

yes. Tip of the iceberg. Appears not having fgm is the exception rather than the rule amongst females in our middle eastern community. Good way to stop intermarriage as well.
