Mine would depend upon the Report which accompanied any photo.
Why are they all looking at the cameraman aussie?
where would you look if you were in the water and a boat approached you?
When your feet are touching the bottom why would you be looking for a boat?
If they were near the shoreline I'd expect to see some sort of waves, no matter how small they might be ...
Going by the standing people and those with life jackets above the water I would say they are close to the shore, if they were genuine there would be some urgency to get out of the water.
The lack of waves probably means they chose a calm day, it doesn't indicate anything.
There is nobody holding up a sign saying "Help us, we're drowning".
