There are maybe 5 or 6 lying back and they are clearly children - the rest are actually on their feet. Look closely. There is clearly a swell hitting the people at the front which explains why they are standing in about 4 foot of water while the guy at the back is standing in 2 foot of water.

In short, seeing a few kids lying back in the shallow water does not make the photo "obviously staged" with people "pretending to be in distress". I'd like to say thats the stupidest thing I've heard you say, but sadly its not.
