I doubt China has a billion people anymore. Officially, China has 1.4 billion people. But because of the one-child policy (followed by the two-child policy), China's population has been declining for a number of decades. The population policy of China has put the births per woman average at 1.6 children. Even without the restrictions in place, Chinese women are not having more than the replacement-level number of children.
Perhaps you are right about China not wanting migrants to come to China. But the population decline is at such a rate that the equivalent of large towns to medium sized cities -- depending on which source of information you believe. I would say that there are people packing up and moving to Chinese cities, but that does not seem to be the case -- citing China's ghost cities.
Give it 10 years and we might be reading articles about China allowing migrants from around the world to live and work in mainland China. Employers are going to be begging for new workers in China.
Japan: I would not know what their migration policy is, other than allowing people with Japanese ethnicity to come back to Japan. Brazil is a main source, because there was a large proportion of Japanese people who settled that area. What little I know about the attitudes of Japanese towards foreigners is what I learned from Alyssa in her Oriental Pearl youtube videos. However, Japan may need to get migrants to arrest the population decline of the country.
If you have not figured it out yet, I am being passive-aggressive in deflecting Australia's refugee obligations onto the Asian countries that can afford the room for the overflow of the impoverished in the world.
