There is no "hole" in the ozone layer, merely less ozone.

Apart from which the reduction occurs in winter over the South Polar region. A place where few people venture to get that elusive tan; especially at that time of year.

The Tropic of Capricorn marks the extent of the Sun's travel compared to the earth, so it is not going to shine through this window onto any populated place anyway.
