Scrutiny by parliamentarians and a free press and review by an independent judiciary, I said, not parliamentary democracy. Congress is the equivalent of the Lower House or House of Commons.

No it isn't. The House of Congress operates in a very different way to the House of Commons. Both have very different functions within their respective polities.
