Australia promotes itself as a tourist destination, i call bullshit on not being able to get a tourist visa, perhaps they fail the background check for tourist visas, Mike Tyson and Snoop Dog have difficulty with visas because of criminal convictions in the USA

It would be difficult to 'qualify' for a tourist visa, without any identity documents too!
