It is a simple statement of logic that in the absence of compelling proof, the acceptance of any hypothesis is a leap of faith ie a belief. since the existence of God cannot be proven beyond reasonable doubt using the observaable methodology then the answer to the question "Do you believe there is a God?" is always a statement of belief.
ANd so since the non-existence of god cannot be proven beyond reasonable doubt using the observational methodology either, the answer to the question "Do you believe there is a God?" is always a statement of belief.
Whether in the affirmative OR the negative or none of the above. The answer, in other words, is always based on a set of beliefs, formulated on the basis of observation.
Since observation is never, ever, the observation of everything, the belief is always based on selective evidence gathering.
SO atheism, in any of its permutations, IS a set of beliefs.
