Wills arent about who is the most needy, its based on who the person thinks is either the most deserving or will do the most with it.

Why she didnt pick the kids I have no idea why, but her wishes should always be respected.

Notice how the family didnt question her state of mind, only that she hadnt made an adequate provision for them.
