Does Australia Have A Excessive Drinking Problem.

Breaking booze culture with sweeping reforms

    RICHARD NOONE
    The Daily Telegraph
    August 25, 2012

DRINK sales would be restricted from 10pm, pubs and clubs would shut their doors at 1am and kick out patrons by 3am under proposed sweeping statewide reforms to curb alcohol-fuelled violence.    Huh

Australia's peak anti-alcohol lobby said new restrictions announced last week for Kings Cross didn't go far enough and has called for unprecedented measures for all NSW licensed venues.

Premier Barry O'Farrell called for pub and club marshals, a ban on glassware and drinking shots and a four-drink limit per customer from midnight on weekends in Sydney's red-light district following the death of Thomas Kelly.

But the Foundation for Alcohol Research and Education (FARE) wants to ban shots and ready-mixed drinks over 5 per cent alcohol from 10pm, ban energy drink mixers after midnight and set a four-drink limit at all times. It also wants closing times for all late-night venues in NSW wound back to 3am and to begin a 12-month trial of 1am lock-outs.

SHOTS will be banned from midnight and there will be a limit of four drinks per customer in Kings Cross under tough new laws.

That recommendation follows a trial in Newcastle that led to a 37 per cent reduction in alcohol-related violence.

The proposed restrictions are in a plan to be handed to the state government today.

It follows a spate of glassings and bashings.    Sad

FARE chief executive Michael Thorn said the government was at a crossroads. "Before it lies an opportunity, born from tragedy, to introduce a comprehensive plan to reduce alcohol-related harms across the state," he said.

"The people know only too well the devastating effects of alcohol use and misuse and they also understand those harms extend beyond the drinker and impact people in the broader community."

FARE said the "heart of the problem (was) excessive availability of alcohol", with one liquor licence in NSW for every 470 people.

"Increased availability of alcohol, both through the increased numbers of outlets and longer trading hours, contributes to alcohol-related violence and harms," FARE's 10-point plan states.    Sad

The Howard government set up FARE in 2001 to advise on policy and distribute funding for programs and research on alcohol and drug abuse.

Clubs NSW CEO Anthony Ball was critical of a "one-size-fits-all approach" -- saying there were more assaults in pubs and nightclubs in inner Sydney last year than in every registered club across the state.

"Punishing the club that hasn't had a glassing in its 50-year history simply because a nightclub in Kings Cross refuses to clean up its act makes absolutely no sense at all," he said.

Australian Hotels Association NSW CEO Paul Nicolaou said FARE's own research found 83 per cent of people consumed alcohol away from licensed premises and assaults at venues were at their lowest in a decade.

    The Telegraph.

MORE than 75 per cent of Australians believe the country has a problem with excessive drinking and alcohol abuse, a national poll has found.    Sad

The Annual Alcohol Poll, released today, found that 76 per cent of those surveyed thought Australia suffered from a drinking problem.

Seventy-nine per cent believed the issue would either worsen or remain the same over the next five to 10 years.    Sad

Of the more than 1000 people surveyed for the third annual poll, 17 per cent viewed booze as the number one health threat facing the country, ahead of tobacco at 16 per cent and diabetes at eight per cent.

The research by the Foundation for Alcohol Research and Education (FARE) also found that Australians were largely unaware of how many standard drinks were in a range of alcohol products, with 66 per cent underestimating how many drinks were in an average bottle of red wine.

FARE chief executive, Michael Thorn, said the results of the poll, now in its third year, were unsurprising.

"The poll consistently tells us two things. Firstly, there is an awareness and acceptance by Australians that we have a serious problem with excessive drinking," he said.

"Secondly, Australians want change; they believe this significant social issue has been ignored for too long."

Of particular concern were figures showing an increase in the number of Australians consuming six standard drinks or more on a typical occasion, rising from 12 per cent last year to 16 per cent of people this year.

To curb the culture of binge drinking, Mr Thorn said the governments needed to stop "acquiescing in the face of pressure to vested alcohol interests" and start implementing reforms.

This would include a commonwealth-funded education campaign on alcohol guidelines and introducing mandatory health warning labels on liquor.

He also called on the government to combat the "cheap booze flooding our market" by reforming the taxation system.

"The budget is coming up shortly, the government is looking for money and by our estimates they could raise at least a billion and a half dollars by replacing the wine equalisation tax by a volumetric tax."

NSW police union president Scott Weber said the research highlighted the need for action, with 31 per cent of people reporting to have been affected by alcohol-fuelled violence.    Shocked

"Seventy per cent of all police assaults are alcohol related," Mr Weber said.    Sad

"We especially see with young people that they are going out there binge drinking and drinking to get drunk."

He called on NSW Premier Barry O'Farrell to put preventive measures in place, such as 3am closing times for clubs and pubs, 1am lockouts and restrictions on the sale of heavy liquor.

"We saw that in Newcastle and there was a 35 per cent reduction in assaults after dark," Mr Thorn said.

"Now if we did this across the state that money could go back into education it could go back into the health system.

"We really know what the problem is, we know what needs to be done and how to do it and frankly governments around the country are failing Australians."     Sad

yes,

would be much better if people took ecstacy when they went out.
less health costs, less aggro, more group love, less hangovers, less car accidents.

alcohol should be seen for what it is, a toxin and a depressant.  terrible stuff,  only numpties use it.

How bad is the problem of violence? Restricting everyone because of a single death seems like an over-reaction to me.

Aussies have a booze and gambling problem in general.

I have no qualms about stating this.

Walk through any city center on a weekend and stroll through the casinos and see the old ducks lined up gambling.

Not as bad as the Asians but there is an underlying problem.

Worryingly as well it seems to be the demographic lower than mine, the ones who can't really afford to p*ss it against the wall.

It only treats the symptom and not the cause.

Anyway, it's a good start.

Alcohol is more harmful than many illegal things. I dont see it as anything to do with the government what ppl use be is smoking or drinking or even drugs. Its none of their business. However since they ARE interfering why arent they focusing on the most dangerous thing of all? Because THEY partake of it themselves thats why!

Yeah, I went into Melbourne CBD a few weeks/months back and saw pubs everywhere. There were lots of pubs/bars open after 6 PM, but not many restaurants open at the time where you could buy food. I was shocked. These pubs offered only alcohol, no food. It was ridiculous. That would have been an extra way to make money!!!

Alcohol but no food? Seriously? What happens if a guy is walking through the city, is hungry and is looking for a good place to eat? No cakes, french fries, sausage rolls, pies, salads or donuts. No food at all. Just alcohol. I would have been delighted to be able to buy a Mars Bar in these places. Obviously these places were set up to profit from a very common form of recreation and it was good business, so good that they didn't need to sell any food!!!!

Maybe places like McDonalds, Nandos, Hungry Jacks, KFC and those pizza-selling stores should start selling alcohol to compete!!!

Well, obviously I'm not a drinker. I only discovered the abundance of pubs/bars in the CBD recently.

Yeah mate i had that problem in melbourne too until i discovered the secret. The eateries are in the alleys and underground (you get in through the train station or myers or something). Its all hidden but its all there. You need to get off the beaten track.

you are not looking at the broad picture... thats why you say its none of their business..

our medical system is over loaded with people who do not do the right thing..

and thats everyones business..sadly.

someone needs to make a start if this is it.. so be it..you will never know if something works until you give it a try..

thats the problem.

people in general are out of control..we dont know how to behave when we are out on the town.. they look like animals to be trying to devour each other..

in my time we didnt have the pubs and clubs open all hours.. and I for one do not recall the fights and damage that is now the norm.

we didnt have vandalism or cars smashing though windows.

I wish I had the answer I would sell it for starters..

but we need more responsibility and ownership for what we do..
