$$$ Another Billion For Offshore Processing $$$

Labor faces billion-dollar offshore processing costs

The costs of the Government's return to offshore processing are beginning to emerge, with Labor on track to reopen the Nauru and Manus Island detention centres.

Transcript

TONY JONES, PRESENTER: The costs of the Government's return to offshore processing are beginning to emerge. Australia has boosted its refugee intake to 20,000 a year, but it comes with a billion-dollar price tag. The Government is also on track to reopen detention centres on Nauru and Manus Island with defence force teams heading to both areas within a few days. On Manus Island, locals are hoping to reap some economic rewards from reopening the facility.

PNG correspondent Liam Fox reports.

LIAM FOX, REPORTER: Manus Island is a world away from the heated asylum seeker debate in Australia. Most locals welcome the move to open a processing centre here, but they want to know what's in it for them.

Local landowners say they were sidelined when the Howard Government opened a detention centre here a decade ago.

STEPHEN GABRIEL, LOMBRUM LANDOWNER COMPANY: We missed out a lot. We were only provided cheap labour and the rest of the benefits, we miss out.

LIAM FOX: They say Australian companies were the big winners back then. This time they want the contracts to build and maintain the new centre.

At the market there's an incredible array of fresh local produce for sale. Small scale farmers and fishermen feel they were overlooked in the past and they say they should be preferred suppliers to the processing centre. Local businesses say they should also be given favoured treatment.

PETER POIOU, MANUS CHAMBER OF COMMERCE AND INDUSTRY: The spin offs, benefits would be greatly felt.

LIAM FOX: But the Federal Government is not waiting for the details to be negotiated before putting some of their plans in place, with the first stage of operations beginning in Nauru within 24 hours.

CHRIS BOWEN, IMMIGRATION MINISTER: One or two aircrafts, C17s or C130s, will deploy every day over the next week.

LIAM FOX: By the end of September, Nauru will have a capacity of 500 with an eventual cap of 1,500 asylum seekers and Manus Island will have room for a further 600.

And while the cost of renovating these processing outposts is yet to be revealed, upping Australia's humanitarian intake of refugees to 20,000 people will be expensive.

CHRIS BOWEN: Around $150 million with a potential cost impact of $1.3 billion over the forward estimates.

LIAM FOX: The additional places will target those deemed vulnerable, and importantly, not those arriving in Australia by boat.

Liam Fox, Lateline.

This is $1,000,000,000 of your taxes out of the economy and sent overseas.

All these jobs lost, all this revenue from Australian communities, so Gillard and Abbott can send refugees mad in prison camps outside of Australia. And then spend billions trying to repair these refugees when we bring them home.

Of the 22,000 people who've arrived since Rudd dismantled the Pacific Solution, only just over 200 have been sent back to their home countries. This is a disgrace and shows just how weak this government is on border protection. Howard had Nauru up and running in 19 days when previously there was nothing in existence at that site. It's been two weeks since the bill passed both houses of Parliament and still Nauru isn't even close to being reopened, with Bowen saying it won't happen before the end of September! This government couldn't organise a chook raffle.

And still 95% of the refugees come by plane, via a lie. Abbott and Gillard don't mind dropping the ball on boarder protection, ignoring the lies or que jumping in front of people in camps.

No wonder people jump on leaky boats ... to compete with the plane refugees.

or it could just be the simple fact that 21800 were genuine refugees?

Off shore procession being set up again.

Why is it taking so long to get organized,
overflowing centre at christmas island, ovrflowing centre in Sydney.

well I supose that is because it is only being done by our defence force personel, as only one bit of there duties. (there JOB)

I have a Passport (Australian) I could go to Nuru or even Indonesia to work (earn a income) and help get these centres organized and running. Give me a job in the imigration Dept. Australia.

Why is it taking so long to process imigrantes to this Country. Australian Government.

The harder we make it for people to enter this Country the harder it will be for our citizens to Enter other Countrys.

UN to play no part in Nauru, Manus Island centres

The United Nations refugee agency has told the Federal Government it will not play any part in processing asylum seekers sent to Nauru or Manus Island.

Australian soldiers are about to start work in Nauru, and the Government says it expects to be able to house 500 asylum seekers by the end of September.

The PNG government, meanwhile, has formally given the go-ahead for the processing centre on Manus Island, with funding to be drawn from a new development assistance package.

UNHCR regional representative Richard Towle has told The World Today his agency will monitor the policy from afar but will not help the Australian Government with its plan.

"We would have an arms-length monitoring and supervisory role under the refugee convention, but no, we don't envisage any operational or active role in the management of the arrangements themselves," he said.

"We believe primarily that this is a matter for Australia's responsibilities under the refugee convention, working with two other countries that are also convention states.

"We do not see that UNHCR has a role to play in those arrangements.

"Australia may choose to transfer physically people to other jurisdictions, but we believe that under international law very clearly Australia is not absolved of its legal responsibilities to protect people through all aspects of the processing and solutions."

Mr Towle says concerns remain surrounding the indefinite detention and mental health of asylum seekers.

"It's difficult to maintain an adequate level of health and care for people who may already be suffering from trauma as a result of their persecution and leaving their countries of origin and the voyages towards Australia," he said.

"So we are dealing with very vulnerable populations, particularly women and children, unaccompanied minors.

AUDIO: Richard Towle talks to TWT (The World Today)
"And to try and manage all of their needs in a protection appropriate way in remote places, particularly in the Pacific, has proven to be challenging in the past and we have no doubt that it will be very challenging again in the future."

While critical of the offshore processing plan, Mr Towle, who met the Government earlier this week, has welcomed yesterday's announcement of $10 million for regional capacity projects with a special emphasis on the UNHCR.

"[That money] allocated wisely in the right way and the right place can make quite a lot of difference to the quality of people's lives in South East Asia," he said.

"Now, our assumption is that if people feel better and safer where they are then they don't need to put their hands in the lives of these unscrupulous people smuggling voyages towards Australia.

"Our objective as an organisation is not in itself to stop boats, our objective primarily is to ensure that people who need protection get it.

"If they can't get it in Australia, for whatever reason, through a throttling of the process and the throttling of the policy options here then we've got to make very sure that they can get better and more effective protection in other places."

Remember it is harder to remove them from your country once you have let them in.

It is cleaner legally if they are processed off-shore. That is the benefit - they do not have access to Australian legal routes there.

Remember that.

I vote for forcing  them back to South Asia and the Middle East where they will create more uncertainty and unrest in the countries surrounding Israel
