To most of us, progs, "them" means plural. It seems the promise extended to the whole cost of the registration. It now makes some sense that Labor has jumped on the rising cost of insurance. The author of the article also seems convinced compulsory third party insurance was part of the pledge. My apologies to the Labor leader, it seems quite a few people were given the "wrong" impression.
