Who? Israel?
The military actions in Libya and Syria are restrained, at least, by UN decisions which put a muzzle on the US dog. No empire ever "worked" and US-UN may be as good as it gets.

The United Nations Human Rights Council has recently
endorsed the human rights record of  Gaddaffy's Libya.

Certainly the UN is a mess, because it has the nations in it. But at least the Arab flat-earth vote got some votes against, compared to nil against if it was just an Arab council  alone. The Roman and Greek empires had Arabs, so does the US World Inc.

american foreign policy has basically reached the final sequence of the big boss battle in 16 bit video games where the boss is close to dying and gets super tough and scary and just attacks lots of things at random

And look at the spectacular reversal since.
What happened?
Knowledge was recognised to be too dangerous for the survival of Islam. Muslims have stagnated for 500 years because of Islam, nothing else. They could be colonised by the west because of the closing of the Islamic mind 800 years ago. They are in a mess in this post-colonial era because of islam.


Makes you think (but only if you are not a Muslim).

The Chinese were many times more impressive... Read "Book, Bomb and Compass".

The point of the "flat earth vote" was that Arabs would vote for it if the vote included Israel's being the cause of the flat earth.
At least having the Arab:Jew mud-wrestling championship in the UN debating room allows a few influences from outsiders to be heard. Not that the US is much of a wrestling referree.
