What kind of a stupid, dodgy answer is that? If you know why the boatpeople prefer to spend all that money and risk a dangerous sea journey instead of flying in, say so. If you don't know, say that, or say nothing.

maybe circumstances in their own countries don't allow them time to apply for a passport. Maybe purchasing a plane ticket to Australia from Afghanistan would gain unwanted attention.

You are talking bollocks.
So it's OK to have a passport and a visa to Indonesia but not to Australia? And when they are safely in Indonesia, they cannot apply for an Australian visa?

Unwanted attention? They are all waived through at Teheran Airport, passports and all, as they board their planes to Jakarta or Koala Lumper.
Have another go if you know what you are talking about, or shush if you don't. Your being a newspaper reading girl wiv feelings is not a sufficient explanation of why they are ditching their passports once they are in Indonesia, or why they are not applying for an Australian visa once they are in Jakarta, numpty.
