Mystery sludge swallows Melbourne beaches

I saw pictures about a week ago on TV of a beach in NSW (I think) covered in ‘mystery foam’.

I’m fairly sure these people are actually swimming in raw sewerage.
The foam I saw on TV looked exactly like this and I think the 'sludge' may be very similar.
