Prime Minister Julia Gillard has admitted she promised there would be no carbon tax during the election and said circumstances had changed.

She qualified her comments made a week before the August 2010 poll, arguing her government had wanted to legislate for an emissions trading scheme.

"Yes, I did say that and circumstances have changed," Ms Gillard told the Nine Network on Sunday.

"What my vision was was to be elected as prime minister and to introduce an emissions trading scheme, which is not a carbon tax."

With the electorate returning a hung parliament, Ms Gillard was forced to deal with the Greens to form a minority government.

The pact led to the establishment of a multi-party climate change committee, which included Greens members.

Last week, Ms Gillard announced a carbon tax would begin in July 2012.

The prime minister explained that a fixed-price period, for an interim three to five years, would effectively operate as a carbon tax.

"A carbon tax is where you fix price," Ms Gillard said.

"An emissions trading scheme is where you fix quantity and allow the market to sort out price ... that's what I wanted to do."

Ms Gillard downplayed suggestions the Greens are running the government, comparing herself to her predecessor John Howard, who negotiated with then Australian Democrats leader Meg Lees in 1999 to legislate a GST.

Now she confessed that she lied?

I find it unbelievable that anyone who supported the Howard government would have the hyde to be hypocritical enough to be critical of anyone's honesty.

Realising her own and Kevin Rudd's previous position was wrong and the Greens policy was better show a person who has put Australia's best intention before her own ego.

Julia Gillard has done a back flip with a triple pike!!!

I give her 10 out of 10.....The Gillard Government will take the hit early on in there term to lessen the opposition attacks come election time.....This gives the Green Coalition time to release its policy and defuse the scare campaign of Abbott and Co.....It also allows Abbott and the Coalition time to formulate there own climate policy and offer the Australian public an alternative......Lets see who has the best policy and not who has the loudest sound bite!!!

Should we fear the tax or the consequences of doing nothing......There needs to be a discussion on what is the best way to combat climate change.....We all know there needs to be some kind of tax to pay for it.....Tony Abbott and the Coalition must also introduce a tax to pay for there climate change policy......We need to decide which policy will work and then decide how to pay for it.....At present we are putting the cart before the horse!!!

Sorry SLR but after the way you supported the Howard government you have no credability on the topic of honesty.

This is no worse then the Never ever GST lie from Mr Howard or the children were thrown overboard fib or we know for a fact that Saddam Hussein has WMD's or we have no plans for changes to IR in 2004 then we got workchoices and interest rates will always be lower under a coalition government. etc.

With Gillard we always knew there would be a cost on carbon, while she said the wrong thing it is also true that the circumstances changed dramatically.

The amazing thing is not the honesty but the manner in which the Liberals who were clearly much less honest in government have been able to gather such momentum in critisism of actions which are mild by their own standard.

JuLIAR Gilliard will never fully explain why she lied ?

But WE ALL KNOW WHY

She HAD TO break that promise

SHE HAD TO SAVE THE LABOUR PARTY FROM EMBARRASSMENT OF AN ELECTION DEFEAT AFTER THERE FIRST TERM by forming government with the Greens and the NSW independents.

And part of the deal with the GREENS was the carbon tax.


Now shes paying a high price.
