Climate negotiators and experts today held separate discussions on how to approach the Kyoto Protocol in its second commitment period and action in emission reduction as the sixth meeting of the top officials from BASIC countries officially opened here today.

The crucial meeting of the Environment Ministers from Brazil, South Africa, India and China (BASIC) will be held tomorrow to assess the post-Cancun climate change policy and work out strategies for the next climate summit to be held in Durban in December this year, officials said.

The Ministers are expected to make an assessment of the Cancun Agreement and would discuss issues like global goal and equitable access to sustainable development, further commitments for Annex I Parties under the Kyoto Protocol and enhanced reporting obligations and accountability of Annex I targets, officials said.

Annex I Parties are the industrialized nations which adopted emission cut targets for 2008-12 period under the Kyoto Protocol.

The ministers will also discuss the issue of phase-out of HydroFluoroCarbons (HFCs), which is a 'solution' from an ozone depletion perspective but a 'problem' from climate change perspective since they have high potential to cause global warming, officials said.

Representatives from Argentina, Algeria and the Maldives have also been invited to the meeting of the quartet formed in Beijing in November 2009.

In the run up to Durban summit, the countries are expected to finalize the rules and modalities for implementing the decisions taken in Cancun, Mexico.

This is the first major international meeting of any group of countries since December, 2010, when Cancun Agreements were reached under the leadership of Mexico as the Chair of 16th Conference of Parties to the UNFCCC and Kyoto Protocol.
