What distinction does Islam make between morals and laws?
OBSERVATION;
Where moslems are not bound by ISLAMIC law, OR,
where ISLAMIC law has no authority over moslems,
many moslems seem to act lawlessly.
The word, 'outlaw' comes to mind.
