Is there a nation in the world with a justice system
which serves and protects the victims of crime, by punishing [deterring] criminals?
Perhaps a state like China?
Myself, i would disallow a state like China [and label it as an un-righteous nation], because although convicted criminals are often harshly dealt with, the Chinese model seems to protect the blatant corruption of many communist party apparatchiks, and their close family members, whereas, any 'lower-downs' miscreants will often 'get it in the neck'.
There are many examples from China [of today], of injustices suffered, by the weakest members of that society.
Is the hope of a human political utopia just an unrealistic dream?
And if it is so, Why so?
I remember someone once suggesting that,
In human history, the measure of greatness of a people, or a nation, or a political system, should not only be in how powerful that nation became, but it should also be, the measure, of how the weakest members in that society were treated [by the 'state' itself].
And whether these weakest members of that society, were afforded the same rights and protection of its laws, as its most powerful citizens.
Many humanists today like to suggest, that each year, humanity is evolving to a better, and better, state.
And that soon, all injustices in this world could be a thing of the past.
But is that hope, just an unrealistic dream?

humanism = = a rationalistic outlook or system of thought attaching prime importance to human rather than divine or supernatural matters.Just look at the corruption and cronyism that is rife,
in that pinnacle of human endeavour
, which seeks to bring a utopia on Earth, to all of us humans,
