I had that problem for 2 days  where I was getting a constant pop up in the bottom
right hand corner of my monitor for RT news - every 15 minutes.
I was worried - I thought I had malware -
I did scans etc found - nothing.
I checked .exe files to see if there was a program running -
couldn't see anything.


I finally solved it.
I use Firefox.

Go to the top right hand corner of a Firefox browser.
Click settings.
Look down the page:
Privacy and Security.
Notifications.
Settings.

Click block for that site and save settings.


I'll add that I blocked all notifications too.
It's worth it for everyone to have a look at where I said above.
Who has somehow got on your list of sites allowed to send you notifications
without ever obtaining your permission?
Websites are very cheeky.

I'm happy now but it was something I should not have had to solve.
