Broadband, Communications and Digital Economy Minister Stephen Conroy admitted the Federal Government's $44.2 million internet censorship plan would now include two tiers - one level of mandatory filtering for all Australians and an optional level that will provide a "clean feed", censoring adult material.

Despite planning to hold "live trials" before the end of the year, Senator Conroy said it was not known what content the mandatory filter would bar, with euthanasia or pro-anorexia sites on the chopping block.

"We are talking about mandatory blocking, where possible, of illegal material," he told a Senate Estimates Committee.

Previously the net nanny proposal was going to allow Australians who wanted uncensored access to the web the option to contact their internet service provider and be excluded from the service.

Groups including the System Administrators Guild of Australia and Electronic Frontiers Australia have slammed the proposal, saying it would unfairly restrict Australians' access to the web, slow internet speeds and raise the price of internet access.

EFA board member Colin Jacobs said it would have little effect on illegal internet content, including child pornography, as it would not cover peer-to-peer file-sharing networks.

"If the Government would actually come out and say we're only targeting child pornography it would be a different debate," he said.

But the Australian Christian Lobby yesterday welcomed the Government's proposals.

Its managing director Jim Wallace said he expected resistance from the industry but the measures were needed.

"The need to prevent access to illegal hard-core material and child pornography must be placed above the industry's desire for unfettered access," Mr Wallace said.

Seriously, don't these jerk-offs in PArliament have anything better to do with their valuable thinking time than to think up reasons to ban  certain content on the internet? Ban Murdoch or fairfax by all means, but the internet is our only access to unbiased, unhindered media.

Yeah I don't think they have a clue how hard this will be to implement.
They'll waste our money and probably slow down the internet as well ..all for zip.
Anybody can just go through an anonymous proxy server anyway. Then they'll have to try to tell every country in the world to waste millions and millions like they're doing.
They should just encourage parents to have a net nanny installed and quit screwing with us.

This is the problem with the Rudd government.  Rudd is a liar.  We were supposed to have an open and transparent new government and already there's talk of censorship.

This started under the previous government when some document appeared on the net that was detrimental to the coalition's agenda or doctrine - 5 minutes later it disappeared and now Rudd is going to make sure it gets a lot worse.

What next.  We may as well go and live in Iran. Why don't these religious nuts mind their own business.  Let them get filters for their own computers if they want increased censorship.

Can anybody here can give a technical description of the filter that is proposed and explain how exactly and by how much will it slow down internet traffic?

yes because complete lack of filtering is great...

most parents dont know how to use the internet effectivly or block things.

my 6 ear old brother has the capability to access hardcore pornography , something never previously available en mass.

Want to keep kids away from the dangers of the internet?

Keep them off the computer. Password it.

OMG. Problem solved.

Let them use it supervised only.

bugger government interference.

Even better, put the computer in the lounge room, facing away from the wall. Check the internet usage history.

Or better yet, talk to your children and stop using the computer as a baby sitter and teacher.

Back when the whole "OH MY GOD OUR KIDS CAN FIND BOMB MANUALS ON THE INTERNET" thing first came out, a few journalists turned up at a high school library. After about five minutes of searching, they found detailed instructions on how to make a bomb.

I doubt the details have been sorted out yet. I doubt they would release them ahead of time and give the teenagers time to crack it before it even comes online.

PS: teenagers won't have time to crack it, they will be rightfully shot by gun happy cops.

I'm for the censorship if you guys shut down some sites.

Namely 4chan, tvtropes, and giant in the playground.

There's no time to explain lol. Do it for the motherland!

I don't think people should be barred from websites. But I'd like to see those three get DOSed.
