The article explains the stroke victim tenant wasn’t behind on rent, the Trump organization just knew it could move someone else in and charge them more.

“And how does Trump manage to have the taxpayers subsidize so many of his enterprises?” He’s been doing the same thing for half a century. The only difference is he’s scaled his operation to an entire country.
