It's one of the photos in his wank bank and he mistakenly thought it was Ivanka, or Tiffany.

This is Betty Tucker (née Betty Jeanne Allen), the former First Lady of Arkansas.She was the wife of Jim Guy Tucker, who served as Governor of Arkansas from 1992 to 1996.
