He was purposely driving on the shoulder in order to pass traffic.

By all means though, contact the county attorney and let them know it's all been a huge mistake.

He isn't being charged with a federal crime, which would allow Trump to pardon him. I hope they are able to arrest him and make him appear in Court to answer this criminal charge.
