First, it implies law backed by an international body who can enforce the relevant laws.

In the meantime, humanity  needs the UNGA to outlaw allegiance to different "gods", given there can only be one 'god' (insert your preferred name for the unknowable creator).   

That will remove the conflict caused by religious fundamentalism.
