The new reforms, announced today by the Tasmanian government, include a buyback scheme and citizenship requirements for buying guns.

It also includes the reclassification of high-powered firearms to a more restrictive licence and stronger penalties for gun theft.

The reforms include the reclassification of straight pull and button/lever release centre-fire and shotgun firearms to a more restrictive licence.

They would be reclassified as Category C firearms, which can generally only be owned by primary producers or those employed in primary production.

Mr Rockliff said a "nation-leading buyback" would then be established for these firearms, with incentive payments of 1.5 times the gun's value "to encourage surrender".

The Tasmanian government will also introduce stronger penalties for theft and possession of stolen firearms, and encourage additional information sharing.

Speaking to ABC Radio Hobart, Police Minister Felix Ellis said the focus of the laws was "taking firearms out of the hands of terrorists and criminals".

He likened approaches by some mainland states to a "kneejerk reaction", while describing Tasmania's laws as "calm and considered".

Mr Ellis said caps on the number of guns an individual can own would "unduly punish our responsible firearm owners".

"One firearm in the hands of terrorists is more dangerous than 100 firearms in the hands of our farmers," he said.
