It's said that rights to protest are not specified in NSW. But one right is defined:
'In NSW, police can arrest you without a warrant if they suspect on reasonable grounds you committed an offence and it is necessary to stop, identify, or secure you (LEPRA 2002). Officers must state you are under arrest, identify themselves, caution you, and can use reasonable force.'

Police have evidently grossly failed that process at Town Hall. Was it Minns or the Commissioner who dictated the change?  Are they thinking they are copying Trump's ICE agents?  In any case, civil order and cohesion are damaged when police are uncivil and everyone then loses.

'The federal government has said Australia objects to the Israeli security cabinet's decision to expand Israel's control over the occupied West Bank.

International outrage has been growing this week at Israeli plans to tighten the country's grip over the occupied West Bank, with the United Nations chief saying he was "gravely concerned".'

NSW police have visited the PM using clubs and pepper spray. He was admitted to Intensive Care with reshaped skeletal constitution. 'People have rights' he said 'and police are more in the right'. Herzog sent a card and pistol to end it all.
