This month, Stonnington City Council, Melbourne, replaced its free residential street-parking permits with a new paid digital permit system. It's $250 /year with no guarantee of car-space outside your house.
Possible additions are pre-paid tickets for walking on footpaths, fees to borrow the air (less for kids under 10) and time rental (reduced for pensioners).

Aahh Stonnington council!
When my son lived in Prahran with his partner, they had no driveway (most of those older places never did) and had to park out front on the street.
Mondays the road sweep machine was always scheduled so all those along the street had to find park elsewhere. And usually it meant roads at back, some were no through, tight parking and then Stonnington send their ticket inspectors to fine the cars parked close to the road end meeting another (quiet no through) road.
That council were full of dirty tricks up their sleeves and timed it to perfection.
Yeah, Mondays road sweeping machine days.
Now they want money to park out front ones home? But no guarantees to parking?
It’s laughable.
Wait till I tell my son tomorrow about the new annual fees!

That brings to mind the Great Depresssion of 1930s when everyone out of work had to travel to the next town to apply. Of course all the jobs would be taken there already and the whole state unemployed would be on the road.

On road sweeping.
Our town has an imported German made sweeper that regularly puffs dust out its top vent.
It sweeps around cars so that part of the gutter doesn’t get swept.
Vehicle cost many thousands of dollars, uses imported fuel and oil and is shod with imported tyres and moves at walking pace.
Disposal of waste products is a problem including exhaust gases.

Contrast this with the previous horse and cart system.
The man sweeping could sweep past parked cars, vehicle was constructed locally, ‘’fuel’’ was locally grown, and the ‘’prime mover’’ could top up along the roadside on free grass.
Lubricant for the cart's wheels was available free as a leftover from cooking meat.
The horse soon learned to move forward on command thus adding to efficiency.
Disposing of waste products was no problem, the water was simply dumped on the road surface and evaporated, solids were collected (usually by householders) and recycled in the garden and the occasional exhaust emissions wafted away.
Tyres were made and fitted locally as were the shoes for the horse.

All together a much more efficient system.
