They don't walk up to people before they shoot them in the face and say "I am a police officer".

They just wear shirts/jackets that have 'Police' printed on them.

Mistaking them for police officers (which is the whole idea) because of their clothing is not the same as them actually identifying themselves as police officers, which they are not.
