Well, unless state agencies can discover plans to mount an actual attack, it's very hard to for them to deal with people (eg Imams) who are merely condemning Jews - supported by the West - for perceived oppression of Muslims in Palestine.

Even if these Imams are complicit in, but not responsible for radicalization leading to murder.
