According to the latest 2025 reports based on USDA and Census Bureau data:

U.S.-Born Citizens: Approximately 89.4% to 90% of SNAP recipients are native-born U.S. citizens.

Total U.S. Citizens: When including naturalized citizens (roughly 6%), about 96% of all recipients are U.S. citizens.

Foreign-Born Participants: Less than 11% of SNAP participants were born outside the U.S.. This group consists mainly of naturalized citizens and a small percentage (roughly 4%) of lawfully present non-citizens, such as refugees or green card holders.
