it's actually an old idea stolen from the Indians back in the 1950s and 1960s.
One set of jobs they created at the driver's license bureau was that
you had to apply for the form to apply for a driver's license.
That put an extra step in the process - employed more people
and they put up the cost of a driver's license to pay for it.
