And it wasn't a white house briefing or Trump rant but a National Security Strategy policy document.  It spells out course correction for the US.

Western intervention and aid has dramatically reduced infant and child mortality but had no other cultural influence on those countries. Corruption, poor sanitation and infrastructure ( ie stuff Africans themselves need to do) remain w oeful. So they are breeding and behaving as if child mortality was still as high as it was for millennia, until about five minutes ago.

A hundred years ago child mortality was 500 per 1000 births in black Africa. Life expectancy was 30.

Now child mortality is 101 per 1000 births in Africa  ( in Europe it is 9)
