Arnhem Land is a good start - it is simply not possible to hand over all the territory demanded to the distant descendants of what were once wandering groups who really only 'owned' the place they settled on for the night etc... yet thought that because they lived in The emptiness they owned all they could see.

Those days, the ancien regime, of Old Imperialism and Colonisation are gone... don' cha know?  It's time governments and their agencies got their minds around realities and started to actually treat everyone the same as required by Law... and understood that Aboriginal occupation of land was limited to where they were at any given time and was only held by the same rules of colonisation as the world once was but has now given away.

They've got to have something... you've ruined the idea of The Hunts - now I suppose you reckon the Glass Train is a terrible idea too! 

That only leaves payment for the guards at Gondwanamo Bay to which all the dissidents and hardened criminals of Australia will be sent.  Not a lot of biccies to pay for running a Homeland.... but your choice there, champ.
