EDIT: just found this.

The person inside the building was encouraged to come outside and given an opportunity to surrender peacefully

He exited the building, and police 'strongly believe' he was armed

He presented a gun at the cops from underneath a blanket.

Victoria Police Chief Commissioner Mike Bush has held a press conference
at the Murray River Road property where fugitive Dezi Freeman was shot dead
in a stand-off with police.
He said police used every tool at their disposal to end things peacefully,
and that Freeman pointed a firearm at police before he was killed.
