Regime change, in favour of a fully democratic government, is the best guarantee of ending the threat to Israel, either from Iran itself or through its proxies, Hezbollah, Hamas, the Houthis, not to mention other designated terrorist groups around the world.
This is the outcome Israel expects will occur without having to assassinate the chief mullah (although his assassination would hasten the end).
The Islamic Republic will lose face among its military the second it ends its nuclear weapons program, either voluntarily or by force. Without the full support of the military, no government can govern.
