Health Care Card is good, it gets you discounts on pharmaceuticals and access to more free doctors.

But the pensioner card is better. You get daily public transit for under $3 and access to private sector discounts. It's much easier to get if you're over 55, though if you're disabled it's available at any age.

Way better than NSW. I'd probably pay $8 for that.

I think the NSW government has already calculated full fare, discount fare, and pensioner fares to pay for their investments in public transport. They would need to cut somewhere else, and Kristina Keneally's dreams are dead.

What they need to understand is that drivers are clogging the roads BECAUSE it is no more expensive (and it's undeniably more convenient to have your car at each end.) But cars are not more expensive. Everyone they can entice to public transport is one less car off the road. It benefits everyone to have cheap public transport.
